Opportunities for Public Comment

The City of Hayward’s Draft Fiscal Year 2025–2026 (HUD Program Year 2025) Consolidated Annual Performance and Evaluation Report (CAPER) is available for public review and comment from September 5 through September 20, 2026.

The CAPER reports how the City used its Community Development Block Grant funding during the year, the people and communities served, and the City’s progress toward its housing and community development goals.

Current Consolidated Plan Period: CDBG Plans and Reports

The City is currently implementing its 2025–2029 Consolidated Plan, which covers five program years beginning July 1, 2025, and ending June 30, 2030. The Consolidated Plan includes the Annual Action Plan for FY 2025–2026.

Earlier and Accessible Documents

To support compliance with federal digital-accessibility requirements, the City is prioritizing documents from the current Consolidated Plan period for publication on this webpage.

Earlier CDBG documents remain available upon request. Available records include Consolidated Plans, Annual Action Plans, and CAPERs dating back to Fiscal Year 2013–2014.
