Meeting agendas are posted at least 72-hours before any regularly scheduled meeting. Members of the public are encouraged to read meeting agendas in order to understand what city business will be discussed and considered before action is taken.

In addition to being open to the public all meetings are also streamed live on Zoom. City Council and Planning Commission meetings are also streamed live on Youtube, the Meeting and Agenda Center and KHRT or Comcast channel 15.

City Council Meetings
The City Council generally meets on the first and third Tuesday of each month at 7:00 p.m. Special meetings may be scheduled as needed. Meeting agendas can be viewed on the Meeting & Agenda Center in advance of each meeting.

How to Participate in Public Meetings
Community members can join meetings virtually or in person.
City Council Meetings
In-Person Participation:
The City Council, unless noted otherwise in the agenda, meets in person at:

Meeting information is listed on the first page of the agenda. Fill out and submit a speaker card to comment on an agenda item.
Remote Participation via Zoom:
- Zoom access information is provided on the first page of the agenda.
- Click Raise Hand when the item you wish to comment on is called.
- Click Unmute once you are invited to speak.
Remote Participation via Telephone:
- Call the number listed on the first page of the agenda and enter the Meeting ID and passcode.
- Dial *9 to raise your hand when you wish to speak on an item.
- Dial *6 to unmute when called to speak.
Submitting Public Correspondence:
Written comments may be submitted by email, mail, eComment, hand delivery, or in person during the meeting for inclusion in the public record.
To submit an eComment, visit the City's Meeting & Agenda Center. eComments submitted before 3:00 p.m. on the meeting day will be included in a report distributed to the City Council and staff and posted under “Documents Received After Published Agenda”
To submit comments by email, send them to List-Mayor-Council@hayward-ca.gov by 3:00 p.m. and include the Agenda Item Number in the subject line. Emails received before the deadline will be compiled, distributed to the City Council and staff, and posted online under “Documents Received After Published Agenda”. Emails received after 3:00 p.m. and until the meeting adjourns will be added to the meeting record and posted the following day.

Reasonable Accomodations
A reasonable accommodation is a modification, aid, or service that helps a person with a disability fully participate in a public meeting. Accommodations are provided to ensure equal access and may include services such as sign language interpretation, real-time captioning, accessible meeting materials, assistive listening devices, or other modifications appropriate to an individual's disability.
Requests for reasonable accommodation should be made as early as possible to allow the City time to arrange the requested service. The City will make every reasonable effort to provide effective accommodations in accordance with applicable federal and state laws.
To request an accommodation please email cityclerk@hayward-ca.gov at least 24 hours prior to the meeting start time.
Technology Disruption Policy
The City Council adopted the Technology Disruption Policy on May 19, 2026, which must be followed in the event remote public participation is interrupted during the meeting. Review the policy: RES 26-080
