The Hayward Area Recreation & Park District's Senior Centers in Hayward & Castro Valley are open to all Senior/Active Adults, 50 years of age or older. Visit H.A.R.D. online for a full list of available programs and opportunities for seniors.

The California Department of Aging contracts with and provides leadership and direction to Area Agencies on Aging (AAA) that coordinate a wide array of services to seniors and adults with disabilities at the community level and serve as the focal point for local aging concerns. Housing Rehabilitation Program

The City also operates two housing rehabilitation programs for eligible Hayward homeowners:

  • Housing Rehabilitation Loan Program: The loan program offers deferred loans with 0% interest to eligible Hayward homeowners.
  • Minor Home Repair Grant Program: Clients who do not qualify for the loan program might be eligible for a grant.

The City of Hayward’s Housing Rehabilitation Program offers one-time assistance loans and grants to eligible low income Hayward seniors and people with disabilities. Properties must be owner-occupied with at least one type of eligible repair outlined below:

  • Improved Accessibility:
    Modifications to the home that improves residents’ ability to use wheelchairs, canes, crutches, or walkers; or aids in the performance of “activities of daily living (ADLs)” such as eating, bathing, or toileting. Examples: Ramps and safety grab-bars.
  • Code Corrections:
    Correction of violation citations issued by City safety personnel or mobile-home park personnel.
    Examples: Broken doors and windows, tarped roofs, vegetation that prevents safe entry/exit of the home.
  • System Failures:
    Leaking roofs, rehabilitation of failing or inoperable systems including plumbing, electrical, or heating/air conditioning.
Mobile homes are ineligible for loans and rental housing does not qualify for the program. Assistance is on a first come, first serve basis subject to available space on the project calendar. When filled, the City stops accepting applications for the current year.
