Business Hours Notification:
CITY HALL CLOSURE: The City of Hayward Permit Center will be closed for business for the observance of the Holidays from Nov 20-24, 2023 and from Dec 22-Jan 1, 2024. While new applications and resubmittals can be submitted through the Hayward e-Permits Portal during this time, limited staffing during these closures may impact the timing of application review and acceptance. All project applications submitted and/or resubmitted during this time will be reviewed for application completeness starting the first business day following the closure and staff will provide applicants with a status update within 48 hours from the reopening date. Building Permit Application timelines will be extended 5-7 days to encompass the weeks of the closures.
Permit Center normal business hours: Monday - Thursday 9 AM - 1 PM; Closed Fridays.

The Building Division serves Hayward's residents and business community by ensuring that all buildings in the City are safe. We do this by reviewing preliminary drawings for code compliance and verifying quality of work during construction.
The Code Enforcement Division provides regulatory enforcement services for a broad range of adopted local, state and federal codes.
The Fire Marshal's Office is responsible for coordinating and conducting fire and life safety inspection services for the City of Hayward as well as ensuring the consistent regulation of hazardous materials and waste throughout the state.
Our goal is to expand access and choice for residents and protect their rights to quality homes that are affordable, safe, and healthy.
