Visiting City Hall - What to expect when visiting us in-person

Plan your visit seamlessly with easy parking and transportation options.

Hayward City Hall is located at 777 B Street, Hayward. Free public parking is available across the street from City Hall in the Watkins Street Garage. The garage is accessible via the Mission Blvd and Watkins Street entrances. 

You can also reach us via BART and AC Transit

When you get to City Hall, stop by our info booth for help. Our staff can guide you to services, conference rooms, appointments, and more. 

Services by floor:

  1. First Floor 

Cashier (Revenue): Utility billing, Emergency Services Facilities (ESFS) Tax, street weeping ticket payments, parking ticket payments, business license applications and renewals, starting and stopping water service, leak rebate applications, hydrant reading inquiries, information about revenue programs and rebates. You can also pay bills online.  

Permit Center: Visit the Permit Center for assistance with permits, codes, and more. Our dedicated staff from Building, Code Enforcement, Engineering, Fire Prevention & Hazmat, Housing, and Planning divisions are available for in-person consultations. Public Hours: Monday to Thursday: 9 a.m. - 1 p.m.

  1. Second Floor 

Council Chambers/Public Meeting Room: Hayward City Council meetings, Planning Commission meetings, and other public meetings. To find information about locations and schedules for other appointed bodies and standing committees, visit our Meetings & Agendas Center.

Utilities, Waste & Recycling Services: Waste Management coupons, water meter applications, Fire Flow test applications, conservation & utility rebate programs, free water conservation devices (by appointment only), water issues (waste, rates, main issues, no water, dirty water, water meters, recycled water), sewer issues (blockages, overflows, tree roots, sewer manhole concerns), garbage rates, compost giveaway, AMI Customer water portal issues, ADU water service, Water Pollution Source Control, and Water Pollution Control Facility information.   1. Third Floor 

Working for Hayward/Human Resources: City of Hayward employment applications and information. Resources can also be found online.
