About the 2025 Resident Satisfaction Survey
The 2025 Hayward Resident Satisfaction Survey marks the City’s first survey since the adoption of district-based elections. To reflect this transition, the City has expanded the survey sample to include 1,200 residents—200 from each of the six new Council districts.
Survey Design and Methodology
For the 2025 Resident Satisfaction Survey, the City partnered with a public opinion research firm to update the questionnaire to reflect current community concerns while preserving key questions to track trends over time. The survey had not been conducted since 2021 due to a pause in 2023 and is the first to take place following the end of the COVID-19 pandemic and related state of emergency.
To ensure district-level representation, the researchers drew a random sample of 1,200 residents—200 from each of the six Council districts—using a list of residential addresses across Hayward. Residents were contacted in two phases via email, text message, postcard, and phone (landline and mobile). Surveys were available in both English and Spanish and conducted online or by live telephone interview.
The survey was designed to take approximately 17 minutes to complete. Its structure and methodology allow for reliable analysis of citywide attitudes, comparisons by demographic group and Council district, and insight into residents’ satisfaction with specific City services. These results help identify opportunities to improve service delivery in areas that matter most to the community.
