What is a CBTP
The purpose of Community Based Transportation Plans (CBTPs) is to collaborate with residents, community organizations and transportation agencies to improve mobility options for low-income and underrepresented communities. These community led plans identify the most important transportation issues in these neighborhoods and develop strategies to address and monitor them.

Hayward Rides
Program Overview
The City of Hayward is excited to launch Hayward Rides, a program designed to provide residents with access to free bicycles, helping to make cycling a more accessible, affordable, and sustainable transportation option. Hayward Rides is one of the largest municipal bike programs in the country. The program aims to support residents and youth, especially those in disadvantaged and low-income communities, by providing bicycles and essential safety equipment.
Mary Thomas
Mary joined the City in 2011 through the International City/County Management Association (ICMA) Management Fellowship Program in the Office of the City Manager.
Since then, she has served as an analyst for Human Resources, Public Works and Fire before returning to the City Manager’s Office in 2020 as a Senior Management Analyst.
Mary holds a Master of Public Policy degree with a focus in local administration from Mills College in Oakland and a Bachelor of Arts in Social Studies from Wesleyan University in Connecticut.
DeAnna Hilbrants
DeAnna Hilbrants brings deep experience in municipal finance and public service leadership. She most recently served as Assistant Director of Business Services for Silicon Valley Power in Santa Clara, overseeing financial and contracting functions for the city’s electric utility with operating and capital budgets exceeding $1 billion.
Steering Committee Nominations & Election
About the Steering Committee:
During this initial phase of the Reparative Justice Project, we are asking for nominations for the formation of a Steering Committee to direct the Project and serve as representatives of the Russell City community in communications between the City of Hayward and the Russell City community.
Ryan Hamre
Ryan Hamre began his duties as Hayward’s 12th Fire Chief on Monday, Nov. 17, 2025.
Prior to his appointment as Fire Chief, Ryan rose through the fire service ranks, beginning as a Firefighter before becoming an Apparatus Operator, Captain, Battalion Chief and Deputy Chief. He is a California State Fire Marshal-certified Chief Fire Officer and serves as Deputy Task Force Leader with FEMA Urban Search & Rescue California Task Force 4.

What is the Basic English Class? The Basic English Class helps adult learners improve their speaking, listening, reading, and writing skills in English.

Light Up The Season
The event will feature a performance stage, featuring student groups of singers, dancers and more. Returning this year after its successful debut in 2024 is the holiday market, with dozens of vendors offering traditional cultural dishes, sweet treats and holiday crafts. Attendees can also visit Curbie, the Hayward Public Library bookmobile, and ride a Ferris wheel at the market. There will also be various holiday-themed photo opportunities available inside the rotunda and outside at the plaza.
