Jayanti, who began work in Hayward on Jan. 14, led the Monterey County Free Libraries during a period when the organization came to be recognized for its vibrancy, creativity and innovation in the stretching of resources and delivery of services in an increasingly diverse community.
Information Technology
The mission of the Information Technology Department is to provide access to and support of technology resources, for both information and communication, which is timely, accurate, reliable and secure.
Adam Kostrzak brings a wealth of experience from the private sector with both startups and Fortune 500 organizations. He most recently worked with revolutionary light field imaging startup, Lytro, leading the team responsible for all internal IT functions within that organization. He also worked with Yahoo! for seven years, in the capacity of Global Director of IT Platform and Support Services. Adam graduated with a BA in Management of Information Systems from the University of Wisconsin, Oshkosh.
Todd Rullman began his career with the City of Hayward in 1998 as a Laborer in the Streets Maintenance Division. Through hard work, diligence, and motivation, he was promoted to Streets Maintenance Supervisor in 2010, followed by a promotion to Streets Maintenance Manager in 2012. Todd was officially promoted to Department Director in May 2015.
This program entails development, oversight, and maintenance of the City’s Classification and Salary Plan, Memoranda of Understanding, and other employment-related contract administration.
HR is responsible for assuring that a high-quality, technically competent pool of candidates is available to all hiring entities in the City in a timely and professional manner. This program includes administration of online recruitment tools related to applicant tracking, test selection procedures, background checks, oversight and negotiation of job offers, new hire orientation, and an outreach program designed to attract and retain a diverse group of highly talented employees.
This program provides oversight of the City’s Worker’s Compensation and Leave Programs, which includes supporting and coordinating employee benefits, ensuring the City is in compliance with State and Federal law, facilitating training, ensuring injured employees receive timely and quality access to medical care, returning recovered employees to productive work in a sensitive, timely and productive manner, and providing efficient and high quality service to employees.
This program involves oversight and development of the City’s Health and Wellness Program and the Injury and Illness Prevention and Protection Program and provides support and coordination with the various City Departments to develop and implement workplace safety initiatives.
The Director serves as the Chief Negotiator for the City with all employee groups. In addition, the Human Resources team, in coordination with the Finance Department, provides essential and on-going support to the City Manager during contract negotiations including costing of contracts, development of contract language, high level analytical support, and process coordination. The Department is also responsible for performance management oversight, consultant support for matters related to employee discipline, and management support for matters related to the grievance process.
