Hayward's new online permitting system offers an easy, convenient way to submit permit applications for development projects, add contractors to your project, pay fees, download permits, schedule inspections, check your inspector's estimated time of arrival (ETA), see inspection results, and so much more without ever leaving your home or office. The Development Services Department manages growth and development within the City of Hayward by applying regulations and standards that make the City a desirable place to live, work, and play.

Building Division

The Building Division serves Hayward's residents and business community by ensuring that all buildings in the City as safe. We do this by reviewing preliminary drawings for code compliance and verifying quality of work during construction.

Planning Division

The Planning Division provides guidance in accordance and utilization of; State and Federal laws, City General Plan, variety of Specific Plans and City's Zoning Ordinance, towards development and growth of the City of Hayward.

Code Enforcement Division

The City's Code enforcement Division is one of the most advanced of its kind in the state. With a staff of 12 operating seven different programs, the Code Enforcement division's primary function is to maintain and enhance the quality of life for Hayward's residents through education, cooperation and compliance of Municipal and State Regulations.

Housing Division

Our goal is to expand access and choice for residents and protect their rights to quality homes that are affordable, safe, and healthy. Staff will still be available to assist the public by phone and e-mail.
