Bryan Matthews

Chief Matthews began his law enforcement career in 1999 and has proudly served his hometown, the City of Hayward, ever since. 

During his tenure, Chief Matthews has risen through the ranks working a variety of assignments and divisions including the Patrol, Investigations, Personnel and Training, Gang Investigations, Community Policing, Internal Affairs, and Special Operations and the Commander of SWAT. 

Ian Tecson

Ian was named named Director of Human Resources in 2025 he joined the City of Hayward in January of 2023 as the Deputy Director of Human Resources. Prior to joining the City of Hayward, Tecson served as Human Resources Manager for the Alameda County Library since April 2020, interim since September 2018. Prior to that role, he served as Labor Relations Analyst for the County of Alameda since November 2016, where he provided strategic business partnership and consultation to countywide client departments on employee and labor relations matters.

Armando Quintero

Armando Quintero was born and raised in Hayward and is a proud graduate of Tennyson High School. He began his career in the trades as an apprentice carpenter in 2007. In 2009, he took on a temporary role with the City of Union City, where he discovered a passion for public service and a desire to build a career in local government—especially in the community that shaped him.

AB 2011 and SB 6

Assembly Bill 2011 (AB 2011) and Senate Bill 6 (SB 6), both effective on July 1, 2023, create processes and standards to permit residential development on sites zoned and designated for commercial and retail uses.
