This permit allows property owners to create an agricultural preserve area under the Williamson Act (California Land Conservation Act of 1965) with the intent of entering into a Williamson Act contract with the City to restrict allowable uses and development on the parcel in exchange for a reduction in property tax assessments (Williamson Act Contract). The Williamson Act Program may only be exercised on properties zoned Agriculture District or Flood Plain District.

The Committee is intended to enhance transparency and awareness around public safety matters within the Hayward community. The Committee undertakes the responsibility of reviewing and evaluating items related to public safety, in partnership with the Fire and Police Departments, that prioritize the safety, security and well-being of Hayward residents.

The HPRC meets quarterly on the 3rd Thursday (March, June, September, and December). Meetings are generally held at 5:30 p.m. at Hayward City Hall in Conference Room 2A, 777 B Street. Special meetings will be scheduled as determined necessary by the Committee or the City Manager.
There are eight City-operated parking lots and two parking structures (with about 1,689 parking spaces) in the downtown area. The parking lots and structures are: free of charge, have posted time limits, and provide parking for downtown patrons.
