Notice of Funding Availability (NOFA)

This Notice applies to federal Community Development Block Grant (CDBG), City General Funds (subject to availability), and Opioid Settlement Remediation Funds for Fiscal Year 2026-2027. The City of Hayward is cancelling the Notice of Funding Availability for the Community Agency Funding Program.

The City of Hayward is cancelling the Notice of Funding Availability for the Community Agency Funding Program. The original NOFA was published on September 19, 2025.  

Due to a projected budgetary shortfall in the City’s General Fund, the City of Hayward will not be awarding General Fund, Community Development Block Grant, or Opioid Settlement Remediation funds under this NOFA. The Bidders’ Conference associated with this NOFA, originally scheduled for October 22, 2025, is also cancelled. Measure BB (Paratransit) funds will still be allocated for FY 2026-2027. 

The City makes this difficult decision in order to prioritize the fiscal health and stability of the organization. This cancellation is one of many strategies being employed by the City to address its structural deficit. The City will notify its interested parties list if any additional funding sources become available and will update interested parties on future FY 2027-2028 funding next year.
