Harry Bartell, chairman of the counly board of supervisors, yesterday answered a letter from the Eden Council for Civic Unity.

In answer to one of the three questions asked by the council, Bartell said, "No plans have ever been proposed to bring water to Russell City."

The Russell City water problem is rapidly descending to that stage, with everybody hoping that somebody else is "it."

The City of Hayward claims—and we think rightly so—that it discharged its responsibility when it installed a 12 inch water line to the Air National Guard area at the Hayward airport.

Crusader For Water Gets Help

A second Russell City woman joined Mrs. J. G. Gonzalves, leading crusader for water for water-famine stricken Russell Citians today, as Mrs. Ruth Manwarren made a second plea to Governor Earl Warren for help in the emergency.

Enclosing clippings from the local newspapers, Mrs. Manwarren addressed a personal letter to Governor Warren asking him to intercede with the county to bring water to Russell City.

This being budget time for all governmental agencies, we think it is proper for us to remind the county board of supervisors of a promise that was made last fall—a promise to the people of Russell City and to the people of Southern Alameda county.

While summer months seem far off these cold mornings, actually the warm weather is just around the corner where May 31 and June 1 meet.
