A Special General Election has been called to fill the Congressional District 14 vacancy for the remainder of the current term. On November 3, 2026, the seat of Mayor and two Council Member seats, one for Council District 1 and one for Council District 6, will be up for election. The Mayor and Council Member seats are each for four-year terms. The City Council is composed of one mayor elected at-large and six council members to be elected by district. To qualify, candidates must be registered voters in the City of Hayward. Under the district-based system, candidates live in the district they seek to represent and are elected by voters who live in the same district.

Notice of Election

NOTICE IS HEREBY GIVEN that a General Municipal Election will be held in the City of Hayward, California, on Tuesday, November 3, 2026, for the purpose of electing the following officers and Measure:

One (1) Mayor, at-large, full term for four years
One (1) Council Member, District 1, full term of four years
One (1) Council Member, District 6, full term of four years

The nomination period for these offices begins on July 13, 2026 and closes on August 7, 2026, at 5:00 p.m.  If nomination papers for an incumbent officer of the city are not filed by August 7, 2026, then the filing period will be extended to August 12, 2026, at 5:00 p.m.

If no one or only one person is nominated for an elective office, appointment to the elective office may be made as prescribed by Section 10229, Elections Code of the State of California.
