Notice of Funding Availability for New Construction of Affordable Rental Housing

The Housing Division is accepting loan applications for affordable rental and supportive housing development. City loans are intended to partially fill the gap between development costs and financing available from private and other public sources. Applicants are expected to pursue financing from all available sources.

The City of Hayward intends to award approximately $7 million in local housing funds, identify projects to recommend for funding from the City of Hayward’s base allocation of Alameda County Measure A1 funds, and position some projects, by awarding local matching funds, to apply for the Alameda County Measure A1 Regional Pool.  There is currently $18.2 million available from Hayward’s base allocation.

Projects that apply to the NOFA will be ranked based on scoring criteria described in the NOFA. Staff will make recommendations to City Council for approval considering project ranking and over all effective use of Housing funds.  City Council will make the final determination regarding which projects are awarded funds.

Developers seeking assistance with pre-development or acquisition cost should contact Dana Bailey regarding potential availability of Community Development Block Grant funds.  Dana Bailey can be reached by calling 510.583.4252 or by email at Dana.Bailey@hayward-ca.gov
