See the Climate Action Plan Policies and Implementation Programs

City Council adopted Hayward's Climate Action Plan (CAP) on July 28, 2009. In 2014, the CAP was incorporated into the Hayward General Plan. The purpose of the plan is to reduce greenhouse gas emissions, decrease the community's dependence on non-renewable resources, increase potential for green economic development, and enhance the health of all who live and work in Hayward.
