City Hall and Nonessential Services Closure: Monday, Dec. 22, 2025 - Friday, Jan. 2, 2026

Hayward City Hall will be closed, and nonessential municipal services will be paused Monday, Dec. 22, 2025 - Friday, Jan. 2, 2026, in observance of the winter holidays. City Hall will reopen and municipal services will be restored to their regular schedule, Monday, Jan. 5. Specific information about departments, programs, and services during this period is provided below:

  1. Street Sweeping: No street-sweeping or citation enforcement will occur during the closure. Street-sweeping will resume its regular schedule the day following the closures. Review the schedule here.
  2. Hayward Public Library: Both branches will be closed Dec. 22, 2025 - Jan. 2, 2026. Online check-outs of books, movies, and more are available via the digital library here.
  3. Permit Applications: Inspections will not be scheduled during this time and will resume upon staff’s return to City Hall. Petitions, application submittals with required payment and resubmittals received by Wednesday, December 17 will be processed prior to the business closure; however, submittals/payments received between December 18 thru January 2, will be processed when offices reopen on Monday, January 5, 2026. Plans submitted prior to December 19, 2025, will be reviewed under the 2022 California Building Codes. Due to the City closure, plans submitted December 20, 2025, or later will be reviewed under the *NEW* 2025 California Building Codes.

  4. Hayward Police Department Customer Service Counter: The counter will be closed on Wednesday, Dec. 24 and Thursday, Dec. 25 and again on Thursday, Jan. 1, 2026. 
  5. Hayward Animal Shelter: The Hayward Animal Shelter will be closed Sundays & Mondays, Christmas Eve, Christmas Day and New Year's Day. To report in-progress dog attack or animal cruelty, dial  9-1-1.  To report a sick or injured animal, call the police department’s non-emergency line at (510) 293-7272.   6. Revenue Center/Bill Payments: Closed for in-person payments. Payments can be made by calling (510) 583-4636, using online portals, or the self-service kiosk outside City Hall. Explore alternative payment options here.
  7. Water Service Emergency: To report a water service emergency, call the Hayward Police Department Non-Emergency Dispatch Line at (510) 583-2700.
