Tracy serves as the Real Property Manager for the City of Hayward, bringing more than two decades of experience leading complex commercial real estate initiatives in both public and private-sector environments. In this role, he provides strategic oversight of real estate planning, acquisitions and dispositions, negotiations, and asset management, with a focus on maximizing public value and advancing City priorities.
Throughout his career, Tracy has been recognized as a subject matter expert in capital planning, commercial real estate transactions, and policy analysis. His professional experience includes senior positions with the City of Oakland, Penn State University, the State of South Carolina, the City of San Diego, the U.S. General Services Administration, and Marcus & Millichap. He is known for his ability to navigate complex markets, lead multidisciplinary teams, and deliver results aligned with long-term organizational and community goals.
Tracy holds a Bachelor of Business Administration from the University of California, Riverside, and a Master of Business Administration from Pepperdine University, where he developed a strong foundation in urban economics and development strategy.
Outside the office, Tracy enjoys coaching his two sons’ soccer teams and traveling with his family, including camping and fishing trips.
