Background:

Proposition 6 —If passed by California voters on Nov. 6, the Voter Approval for Future Gas and Vehicle Taxes and 2017 Tax Repeal Initiative would repeal state gas and diesel tax increases and vehicle fees enacted in 2017—specifically, the California Road Repair and Accountability Act of 2017, also known as SB1. Prop. 6 also would require voter approval of all future state fuel tax and vehicle fee increases.

SB1 —Signed by Gov. Jerry Brown in April 2017, the California Road Repair and Accountability Act of 2017 (RRAA), also known as Senate Bill 1 (SB1), increased transportation-related taxes and fees, including the gas excise tax, diesel excise tax and diesel sales tax to raise revenue for street and road repair and maintenance and transportation infrastructure. In signing the law, Gov. Brown said “safe and smooth roads make California a better place to live and strengthen our economy. This legislation will put thousands of people to work.”

State Impact:

According to the state Senate Appropriations Committee, the RRAA is expected to generate an estimated $5.2 billion per year or $52.4 billion between 2017 and 2027.

Local Impact:

  • SB1 revenue allows cities and counties an opportunity to catch up on years of unfunded street and road maintenance needs.
  • SB1 revenue allows cities and counties to accelerate the delivery of projects that have been delayed due to a lack of funding.
  • SB1 funding for all of Alameda County in fiscal year 2018/19 is approximately $42.3 million, according to the Alameda County Transportation Commission (ACTC). The 10-year estimate is $485 million.
  • SB1 funding for the City of Hayward in fiscal year 2018/19 is approximately $2.7 million, according to the ACTC. The 10-year estimate is $31 million.
  • In addition to funding local street and road maintenance and repair, SB1 revenue can be matched with county and regional transportation dollars—Alameda County Measure BB and Regional Measure 3—to deliver major transportation infrastructure projects.
  • Two Hayward-area infrastructure projects eligible for SB1 funding are I-880 Interchange Improvements now in the planning stages at Industrial Parkway and Whipple Road.
