Homicide Update: Two arrested in Lance Way/Tucker Street stabbing

Homicide Update: Two arrested in Lance Way/Tucker Street stabbing


HAYWARD, Calif., Nov. 17, 2023 – Two have been arrested and charged with murder for the stabbing death that occurred on October 8, 2023, at about 10:21 p.m. near Lance Way and Tucker Street.  


On the night of the homicide, officers responded to reports of an assault with a deadly weapon and located an unresponsive male outside suffering from stab wounds. Medical personnel responded and pronounced the victim deceased at the scene.  
The victim has been identified as 51-year-old Hayward resident, Parwiz Assar.  


Detectives conducted an extensive investigation and developed probable cause to arrest two subjects for the homicide. The two have been identified as the following: 


-21-year-old Washington resident, Samim Azizi. Azizi was taken into custody on Oct. 31, 2023, in Seattle, Washington. Azizi is being held without bail at the King County Jail and is awaiting extradition to California 


-35-year-old Hayward resident, Razma Mohammad-Ibrahim. Mohammad-Ibrahim was taken into custody on Nov. 15, 2023, in Hayward, Ca. Mohammad-Ibrahim is being held without bail at the Santa Rita County Jail. 


Mohammad-Ibrahim and the victim, Assar, were married for approximately 12 years and had been experiencing marital problems. 


Mohammad-Ibrahim and Azizi met around December of 2022 and became involved in an intimate relationship. 


It is believed the two planned to kill Assar so Mohammad-Ibrahim could end her marriage to be with Azizi, have full custody of her children, and have all the family assets 


Assar and Mohammad-Ibrahim have minor children in common who are in currently in the custody of family.  


Acting Chief Bryan Matthews responded to the arrests of Azizi and Mohhamad-Ibrahim and said, “I would like to take a moment to recognize the outstanding investigative work that led to the arrests in this case.  


The collaboration between the Hayward Police Department investigators, the U.S. Marshals Service, the Renton Police Department, the Washington State Crime Lab and the Washington State Department of Corrections speaks to the professionalism and dedication to keeping our communities safe.  


Our thoughts are with the family and loved ones of Mr. Assar as they continue to grieve during this difficult time.”

The Hayward Police Department case number is 2023-57578. This was Hayward’s eighth homicide of 2023.
