Russell City Soil Tests Authorized

Soil tests basic in a full-scale redevelopment program in Russell City were ordered yesterday by the Alameda County Board of Supervisors.
Underscoring the top priority it has given the Russell City project, the board directed County Administrator Earl Strathman immediately to engage the Oakland firm of Woodward-Clyde-Sherard and Associates to undertake the soil study.
Strathman was also directed to come in Tuesday with a proposed contract for a marketability survey of the Russel City Area. He told the board yesterday three firms have been screened for the job.
Results of the surveys will be presented when the board reopens the Russell City Issue for further hearing at 2 p.m. on Oct. 2. They will be basic [unreadable] expected from the board at that time on the future direction of redevelopment in this blighted area.
Tentative plans call for relocation of its residents, and renewal as an industrial park.
Financing methods have not been extensively discussed. However a committee of county officials indicated redevelopment is feasible with or without federal aid.
