Hayward Public Library issues request for proposals to develop strategic plan

The City of Hayward is seeking a consultant or firm to lead a strategic planning process for the Hayward Public Library (HPL) over the next three to five years. The chosen consultant will collaborate with HPL's leadership team, staff, elected officials, stakeholders, and community members to formulate a clear plan with prioritized goals, measurable objectives, and activities aligned with community needs.

The plan should address the impact on fiscal and staff resources, provide an assessment methodology, and incorporate insights from a 2023 community needs assessment for HPL's Weekes branch library, as well as considerations from a city-wide Strategic Road Map. 

The plan should reflect the diverse demographics of Hayward, including English and non-English speakers, particularly Spanish and Chinese. It should be informed by current library trends and account for the evolving needs of the community, providing a blueprint for adjusting services and staffing levels accordingly.

Submittal Information:

Submit all proposals to the City's eProcurement Portal by 5:00 p.m. on Tuesday, Dec. 12, 2023. Clearly label your proposal with the RFP title, number, company name, and due date. It is the proposing firm's sole responsibility to ensure timely submission, as late bids will not be accepted. Late submissions will be considered nonresponsive.
