Hayward City Council Announces Appointment of Kelly McAdoo as City Manager

HAYWARD, CA - The City of Hayward Mayor and City Council are pleased to announce the appointment of Ms. Kelly McAdoo as the City’s new City Manager effective August 1, 2016.  Ms. McAdoo replaces Fran David, who recently announced her retirement after more than ten years of outstanding service to the City of Hayward, the last six as City Manager.

Ms. McAdoo has been serving as Assistant City Manager in Hayward since October 2010 and brings a wealth of experience to the role of City Manager from her experiences in Hayward as well as her prior experience in the cities of Palo Alto and Fremont.  As part of her many responsibilities in Hayward over the past five and a half years, Ms. McAdoo successfully led the negotiations for the new South Hayward BART transit-oriented development project currently under construction.  She navigated the State-imposed dissolution of the City’s Redevelopment Agency and successfully defended many of the City’s financial interests in the process.

She received her Master of Public Administration degree from the University of Kansas and is an active member of the International City/County Management Association (ICMA) and the Municipal Management Association of Northern California (MMANC). She is a past member of the Board for MMANC and continues to serve on committees for both organizations.

“I am thrilled to have the opportunity to continue serving the Hayward community and city organization and am honored by the trust and faith the Mayor and Council have in my ability to lead this organization.  I look forward to expanding upon partnerships I have already forged within the community and building new ones as I become City Manager.  The Mayor and Council have established an outstanding vision and direction for the City, and I welcome the opportunity to partner with them to implement this vision,” Ms. McAdoo said.

Speaking on behalf of the City Council following its unanimous support for Ms. McAdoo’s appointment, Mayor Barbara Halliday said “The Council has had the pleasure of working closely with Ms. McAdoo for the past several years in her role as Assistant City Manager, and we feel very fortunate to have such a strong internal candidate ready to serve. Kelly has been a key player in the success we have had in recent years, and we are excited about working with her in the years ahead to continue that success.”
