Annual Rent Review Fee

Invoices for annual fees for fiscal year 2023-2024 were sent to all property owners the week of October 16, 2023. Fees are due 90 days from the bill date listed on the invoice.

If you are disputing your fee, you must submit a declaration of exemption or error, along with appropriate documentation to support your dispute:

Landlords may pay their fees in one of three ways:

  1. Online: To make an online payment, please visit https://www.hayward-ca.gov/epermits. From that link, click on “Pay Invoice” to make your payment. You will need the Invoice number.  To search for your invoice online please add the prefix “INV-“ and as many preceding zeros necessary to create an 8 digit number to the invoice number (e.g. INV-00055555). There is no additional convenience fee to pay online.

  2. In person: Monday through Thursday, 9:00am-1:00pm at the Permit Center in City Hall at 777 B Street, Hayward, CA 94541

  3. By mail: Mail a check along with the payment form you received with your bill from the Rent Review Office. Checks should be made payable to “City of Hayward.” All checks postmarked on or before the due date specified in the bill statement will be accepted as on time. Please mail checks to the Office of the Rent Review, 777 B Street, Hayward, CA 94541.

Half of the fee for Covered Rental Units can be passed through to the tenant. Landlords of Covered Rental Units may use this form to notify tenants that the landlord is passing through half the cost of the fee.

If the landlord of a Covered Rental Unit does not pay the fee, the landlord is not entitled to a rent increase and the tenant may use failure to pay the fee as a defense against evictions.

The current annual fee is

  • Annual Fee per Residential Covered Rental Unit - $66.00
  • Annual Fee per Residential Rental Unit - $32.00
