The City of Hayward is transitioning to district-based elections. The next General Municipal Election will be held on November 3, 2026.

The City Council is composed of one mayor elected at-large and six council members elected by district. On November 3, 2026, the seat of Mayor and two Council Member seats, one for Council District 1 and one for Council District 6, will be up for election. The Mayor and Council Member seats are each for four-year terms. To qualify, candidates must be registered voters in the City of Hayward.  Under the district-based system, candidates live in the district they seek to represent and are elected by voters who live in the same district.
