Landscape Planning and Permit Requirements

A Landscaping Permit is required to perform any of the grading activities outlined in HMC 10-12 on any site.
Submitting an Application:
- Landscape plans are most often submitted with a larger development project and should be included with the full plan package for the project. If the project is submitting for landscape review and permits only please contact Peter Jensen at peter.jensen@hayward-ca.gov or Theo Spores at theo.spores@hayward-ca.gov to review the projects scope and what will be required.
- To submit the project plans including the landscape plans register for an e-Permit Portal account: You must be a registered user of the Hayward e-Permit Portal before you can submit your application. Learn more about how to register on our e-Permit Portal help page.
- Apply for your Plan Type: Using the e-Permit Portal, apply for your permit by completing the online application and attaching the required submittal materials. Learn more about how to apply for a permit on our e-Permit Portal help page.
Required Submittal Materials:
The submittal items below are required for landscape plan submittals. Please note additional submittal items may be required depending on the project scope. Landscape plans are to be prepared by a licensed Landscape Architect. Arborist Report are to be prepared by Certified Arborist.
- Topographic site plan with building structure footprint and all existing trees
- Conceptual Planting Plan
- Conceptual Irrigation Plan
- Arborist report for all existing trees on site with health of trees and appraised value.

- Irrigation Plan
- Irrigation Details and Notes
Project Review:
Applicants will be notified by email or can login to the e-Permit Portal for updates on their application. Plan review typically take 20 business days for the first round and 10 business days for subsequent rounds. Estimated processing times do not include the time needed by the applicant to revise and resubmit their application.
Paying Fees:
After submitting your application through the e-Permits Portal, staff will reach out to coordinate payment. The initial application deposit will sent to the applicant for payment. If the cost to process the application exceeds this deposit, the applicant or owner must cover the cost. If the cost ends up being less than the deposit, the difference is refunded.
