Capital Improvement Program (CIP)

Every one to two years, the City adopts a ten-year Capital Improvement Program budget (CIP) that is separate from the city operating budget. The purpose of the CIP is to identify and prioritize capital improvement projects for funding. Capital improvement projects include new or existing streets and sidewalks, traffic improvements, city facility construction and repair, water and sewer projects and improvements to the Hayward Executive Airport. Current and recently completed CIP projects include the new 21st Century Library, Fire Station No. 7 and the Health Center.

The CIP is reviewed by the Council Budget and Finance Committee in late April, the Planning Commission in early May, the Council Work Session in late May, and at the Council Public Hearing in mid to late June.
