About Chief Diane Urban
About Chief Diane Urban Diane began her law enforcement career in January 1986 with the San Jose Police Department. As an officer, she worked Patrol, SWAT, Intelligence, the Field Training Program and served as a Hostage Negotiator. As a sergeant, Diane worked Patrol and later supervised a full-time Horse Mounted and Parks Unit. As a lieutenant, she again worked Patrol and was the commander in the Vehicular Crimes Unit which investigated all traffic fatals, hit and run accidents and auto thefts.
Once promoted to Captain, she served 250,000 residents in east-side San Jose. Diane then went on to become the Special Operations Captain where she supervised SWAT, Metro, K-9, Bomb Squad, Air Support, Horse Mounted, Traffic Enforcement, Gang Enforcement, and the Tactical Negotiation Units. Diane transferred to the Bureau of Technical Services where she served as the captain overseeing the Communications Division, Operations Support Services Division, and the Technology Development Unit. Diane was promoted to Deputy Chief and shortly thereafter became the Assistant Chief of Police overseeing all day to day operations for the San Jose Police Department and the one million residents in that community.

In August of 2011, Diane was selected as the 13th Chief of the Hayward Police Department and the first woman to lead the organization.

Diane obtained her Bachelor of Science from Cal State Hayward (East Bay) and her Masters in Criminal Justice from Boston University where she graduated summa cum laude.

Diane is a graduate of the Police Executive Research Forum Senior Management Institute for Police (SMIP) and the West Point Leadership Program hosted by the Los Angeles Police Department where she is a member of the teaching staff.

Diane was recently awarded the inaugural “Defender of Liberty” award from Chabot Jr. College.

Message From The Chief On behalf of the 300 members of the Hayward Police Department, I would like to welcome you to the Hayward Police Department web page.

I am devoted to serving the city of Hayward and providing leadership to the men and women of this Department who are both compassionate and dedicated in their desire to serve their community. The police department has an authorized strength of 193 sworn police officers and 112 professional staff. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California, and I am committed to maintaining CALEA’s high standards and broadly recognized excellence.
Hayward is a city rich in both history and diversity and has a tremendous sense of community and pride. My commitment is to provide safety as well as excellent service and accountability. Our department is deeply committed to the philosophy of community policing and partnerships with the citizens of Hayward. I wish to thank our citizens for their ongoing support of the members of our Department. Our pledge to you is to provide fair and ethical policing and work side by side with our community partners to enhance the quality of life of our residents.
