Patrol Division

The Patrol Division is the uniformed patrol force of the City. Patrol Operations makes up the bulk of this Division with seven patrol teams providing beat officers to handle all calls for service for the City of Hayward.

The Patrol Divison is made up of three units, Patrol Operations, Special Response Unit (SRU) and the Canine Unit.

Uniformed patrol officers are assigned to one of seven patrol teams working 12-1/2-hour shifts. The patrol shifts are designed to maintain coverage 24 hours a day, seven days a week – with overlap staffing during the late afternoon and evening hours.

During each shift, patrol officers are deployed into specific geographic areas called "beats." Patrol beats enable officers to respond to calls for service more quickly and effectively. Beats also help officers to manage neighborhood issues and crime problems better. View the beat map here.

The nine patrol beats are structured to take advantage of natural boundaries such as major roadways, B.A.R.T., railroads, and to maintain the integrity of individual neighborhoods. Minimally, each shift will have one officer assigned to patrol each of the nine beats.

Patrol officers typically respond to emergencies, enforce traffic laws, mediate domestic disputes, patrol high crime areas, work with residents to help solve neighborhood problems, and provide information through community contacts.

Patrol Operations is a team of five (5) Hayward Police Lieutenants that have the role of watch commander for patrol shifts. 

 

Watch commanders ensure unity of command, especially during non-business hours, and maintain management oversight 24 hours a day for the Hayward Police Department in the event of a critical incident, major crime, and other significant events.  

 

Our watch commanders provide direction at the command level as needed and act as the highest authority in the absence of other command staff. They ensure all department rules, regulations, policies, and procedures are followed.

In other agencies, Hayward’s Special Response Unit would be called a S.W.A.T. team.

 

It is a critical incident response team of sworn law enforcement personnel from throughout the Police Department. They are used whenever the resolution of a situation requires specialized training and equipment outside the capabilities of beat officers. These officers are on call 24 hours a day, 365 days a year.

 

The SRU consists of 25 tactical officers, 9 critical incident negotiators, 2 tactical support officers, and 2 paramedics.

 

They respond to an average of 10-12 incidents per year including:

  1. Incident containment, evacuation, and suspect negotiation
  2. Sniper and counter sniper deployment
  3. Tactical entry of barricaded structure
  4. High risk warrant and arrest situations
  5. Crowd control
  6. Protection of dignitaries
  7. Mutual aid requests from other jurisdictions

In order to be able to properly respond to these situations, officers assigned to the Special Response Unit receive an additional 160 hours of specialized training each year.

The Hayward Police Department’s K-9 unit has four Police Officer/handlers and four Police Service Dogs.

 

The K9s ride with the handlers and are deployed on the street as part of the uniformed patrol force. The dogs differ in skills and abilities, but are all certified annually to the standards of the California Commission on Peace Officer Standards and Training.

 

The K9 unit in partnership with the community provide demonstrations to service clubs, schools and other organizations. They also perform question and answer sessions while attending public events throughout the bay area.

 

The K-9s are used to:

  1. Search confined spaces and/or large open areas
  2. Locate guns, money, clothing, etc.
  3. Locate hidden drugs
  4. Track the scent of a suspect or missing person
  5. Provide officer protection
