Fee-Free Payments to the Hayward Water System
Thank you for making a fee-free payment to your Hayward Water System account using Paystand, the City’s new payment processing partner.
This page will give you all the instructions and details you will need to make a payment. If you already know how to do it, just scroll to the bottom and click “Pay Now” at the bottom of this page.
Here’s how to make a payment to your utility account:
1. Click “Pay Now” on the bottom of this page. That will redirect you to https://cityofhayward-portal.paystand.com/haywardwatersystem.
2. Once on that screen, you will need to enter your payment amount and account information. The screen looks like this:
BOX A – Enter the payment amount
BOX B – Enter your account number. (This is up to 8 digits long and are the digits to the left of the dash on your bill.)
BOX C – Enter your customer number. (This is also up to 8 digits longs, but these are the digits to the right of the dash on your bill.)
BOX D – Enter your service address.
Once you enter the required information, click “Continue.”
3. On the next screen, you will enter your bank account information. You can choose to make a “Bank” payment or an “ACH” payment. Due to payment processing times, it can take from 5-7 business days for your bank to transmit the payment to the City, and your payment will be credited to your utility account once the transfer has been completed. FYI – A “Bank” payment is the fastest processing time, and an “ACH” payment can take up to 7 business days. If you have received a FINAL SHUT-OFF NOTICE, please contact our office at (510) 583-4600 to let us know you made a payment.
“Bank” Payment
A “Bank” payment will require you to use the online Username and Password for online account access for your bank. For example, if you are a Capital One banking customer, you will use the Username and Password that you use to access your online Capital One account. Again, this method offers the fastest processing time, and the system is secure and encrypts your data. Paystand has a partnership with these banks, and the information is transmitted securely. In fact, Paystand has a partnership with over 90% of all banks in the USA, so your bank should be on this list. If not, you can still make a payment, just use the “ACH” payment option.
To make your payment, you will enter your email address, search for your bank (or click the logo if you see it on the page), and then click next:
The next screen you will enter your Username and Password, then click “Secure Login.”
Once that information is entered, Paystand may ask you some additional questions about the account to verify your information. After those questions, you will be able to select which of your accounts the payment should be drawn from (if applicable). For example, you could choose your checking or savings account. Simply select the account, and then click “Select Fund”:
Finally, enter your billing address for your bank account, and click “Pay” at the bottom of the screen:
Once you do that, you will be taken to a confirmation screen, and you are all done! You can exit this window or click “Manage Payments” and you can track all the Paystand payments you have made to the Hayward Water System.
“ACH” Payment
If your bank is not listed when you do a search, no problem! You can still use Paystand, you will just make an “ACH” payment. This will require you to fully and accurately enter the routing number and account number from your checking or savings account. Remember that this method will take close to 7 business days for your bank to process, so please call us at (510) 583-4600 if you have a FINAL SHUT-OFF NOTICE pending. Also, the bank charges a $35 fee if the information is entered incorrectly and for fairness to the rest of the ratepayers within the Hayward Water System, this must be passed along to the customer, so please ensure you enter the information correctly!
When making an “ACH” payment, enter the payment amount and your email address, click “ACH”, enter the requested bank account information, and then click “Enter Billing Information”:
On the next screen, just enter your billing address information and then click “Pay”:
Once you do that, you will be taken to a confirmation screen, and you are all done! You can exit this window or click “Manage Payments” and you can track all the Paystand payments you have made to the Hayward Water System.
