Search this database to find out what parts of the City's Residential Rent Stabilization Ordinance and Tenant Protection Ordinance (RRSO) apply to your rental unit.

Use the database below to search for your unit or property.  Based on multiple public sources, including the County Assessor's Office and City address data, the City has identified what sections of the RRRSO apply to the unit. If you believe there is an error in the database or you do not see the rental property on the list, please contact our office at housing@hayward-ca.gov or 510-583-4454.

Understanding the Rent Review Database

  • APN = Assessor's Parcel Number. You can search your unit by APN or address on the City's GIS Map page to get a more detailed report of Assessor's information.
  • Type of Unit
    • CRU = Covered Rental Unit. These units are covered by all provisions of the RRSO, including the residential rent increase threshold.
    • RU = Rental Unit. These units are covered by portions of the RRSO, but not the residential rent increase threshold.
  • Rent Stabilization
    • Yes = The City's rent increase threshold applies to this unit. Tenants can petition a rent increase that they do not believe follows the RRSO. 
  • Tenant Protections
    • Yes = Protections for tenants against harrassment and retaliation from landlords apply to this unit.
  • Just Cause Protection
    • Yes = The requirement that landlords must present a legal reason (as defined in the RRSO) in order to evict a tenant applies to this unit.
  • Income Discrimination
    • Yes = Protections for tenants against discrimination based on their source(s) of income apply to this unit.
