Bullet Funabashi, Japan
 

Hayward and Funabashi established their Sister City Affiliation in November 1986. Since then, there have been many exchanges and visits between city staff, citizens, Chamber of Commerce, Service Clubs and students from local schools. Funabashi, with a population of over 530,000 lies 60 km. northeast of Tokyo on the bay. It was this similarity with Hayward that was the impetus to become Sister Cities.

Bullet Ghazni, Afghanistan
  The Hayward-Ghazni Sister city relationship of friendship and good will was approved on October 6, 2006. Ghazni is in the province of Ghazni in Afghanistan, 92 miles southwest of Afghanistan's capital of Kabul.

The idea to develop a Sister-City relationship with Ghazni came from a group residents of Hayward and northern California who saw an opportunity to extend the hand of friendship to the world by developing this relationship. The group met with the Mayor of Ghazni, with a letter from the Mayor of Hayward asking Ghazni to become a Sister City. The invitation was accepted.

In 2005, the Hayward-Ghazni Sister City Formation Committee raised over $6,000 to start a Widow' Literacy Project in Ghazni. That project began in 2006. Members also traveled to Ghazni to oversee the start of the Widow's Literacy Project, and held fundraisers for essential school supplies and science teacher training in Ghazni. Contact between schools in the two cities began in 2004 when the Ghazni students and students at Hayward schools began to correspond.
