In October 2004, the City Council authorized the preparation of a conceptual design plan for the South Hayward BART/Mission Boulevard area. This area extends through the Dixon Road area to the Mission Boulevard - Industrial Parkway intersection. It was previously included in the expansion of the Downtown Hayward Redevelopment Project area in 2001 which calls for the development of a conceptual plan. Study Area Description and Focus

The study area comprises approximately 240 acres (Map). It is bordered by the BART tracks on the west (excluding the residential neighborhoods west of East 12th Street and north of Sorensen Road), Industrial Parkway on the south (including the triangular area on the south side), Harder Road on the north, and Mission Boulevard on the east (including commercial properties along the east side of Mission Boulevard between Garin Avenue and Calhoun Street).

The portion of the Mission Boulevard corridor between Harder Road and Industrial Parkway includes a mix of residential and commercial land uses in structures of varied age and condition. In the vicinity of the South Hayward BART Station, opportunities still exist, within walking distance of the station, to encourage transit-oriented development, particularly on vacant and underutilized properties. Consequently, the proposed Concept Plan will focus primarily on two areas:
  • the immediate area surrounding the South Hayward BART station, and
  • an expanded area extending both north and south along Mission Boulevard.
The overall planning process is expected to require approximately 18 months and be concluded in the summer of 2006.

Study Components

The study area will be evaluated in terms of the opportunities and constraints for future redevelopment, as well as its relationship to major activity centers, such as the South Hayward BART Station. There will also be technical and environmental studies done by consultants. These will include a focused traffic analysis, economic market analysis, and fiscal impact analysis.

The study will result in the development of a conceptual design that illustrates how future redevelopment could be compatible with the surrounding neighborhoods. The concept plan will be sufficiently detailed to provide a framework for reviewing private sector development proposals and public agency capital improvements and related activities. The conceptual design will also present an overall circulation pattern and transportation linkages for the South Hayward BART Station. Input from BART is critical to this study, and a close working relationship will be maintained throughout the process.

Three Development Concepts

The City has developed three land use scenarios or concepts, which will be analyzed in a program environmental impact report (EIR), to determine a range of potential environmental impacts related to possible future development. The Draft EIR will be posted on the website when it is released, anticipated for late 2005/early 2006.

The three concepts are the "Suburban" concept, which envisions development opportunities that could result in 1,165 net new housing units, the "Urban" concept, which would allow for 5,141 net new housing units and a "Blended" concept, which envisions 2,837 net new housing units in the study area. All three concepts anticipate the highest residential density of development around the South Hayward BART station and the next highest density along Mission Boulevard.

Utilizing the information and analysis in the EIR and various studies, as well as input from the public, the City Council will select a preferred development concept or scenario, which will be incorporated into the South Hayward BART/Mission Boulevard Concept Plan.

Community Meetings

During the study, the City will conduct several community workshops/meetings. Information for those meetings can be found under the Community Meetings section. The first community workshop was held on January 19, 2005. The primary purpose of that workshop was to identify issues and concerns that will be addressed during the study. At a second community workshop on July 11, 2005, participants reviewed alternative development concepts, as well as the implications of the various technical studies. The third community workshop is tentatively scheduled for February 15, 2006, during which the draft Concept Plan will be presented. That will be followed by a public meeting before the Planning Commission on the Draft environmental Impact Report (DEIR) and subsequent public hearings before the Planning Commission and the City Council/Redevelopment Agency Board in the summer of 2006.

City Council - Planning Commission Work Sessions

In addition to community workshops, several joint work sessions before the City Council and Planning Commission have been held. Information related to those sessions can be found under the Reports section. The March 15, 2005 work session included an overview of the study area and four technical assessments. The June 21, 2005 work session entailed discussion of the preliminary "Suburban" and "Urban" concepts, while the September 13, 2005 session included discussion of the "Blended" concept. The January 24, 2006 work session involved discussion regarding the draft Concept Plan.
