Welcome to the Development Services Department for the City of Hayward
The mission of the Development Services Department is to manage the future development of Hayward, in order to assure the economic and environmental health of the community and a high quality of life for its residents, protect the health and safety of the community through building inspection and enforcement of standards in our existing rental stock, and provide new housing opportunities for the residents of the City.
Development Services Department staff are ready to assist you through our processes. While staff ensures development is consistent with the policies and standards of the City, I want to ensure you that providing exemplary customer service and assistance is of upmost importance to us. The Building Division reviews plans, approves permits and provides inspections for construction projects in conformance with the California Code of Regulations, Title 24 Building Code, Mechanical Code, Electrical Code and Plumbing Code, as adopted and amended by the City of Hayward. The Building Division is committed to fulfilling the needs of our community, protecting the lives and safety of the citizens of Hayward, to preserve the City quality of life and contribute to the City’s economic development. We work to promote and ensure that all new structures, both public and private construction, meet all of the required standards of safety. Additionally, with our Rental Inspection Program, we inspect existing residential rental structures making sure that they are maintained in a safe habitable condition. We are dedicated to providing the very best service to our customers.

The Planning Division is responsible for implementing City policies that direct the physical development of the City. The Planning Division is comprised of:
the Current Planning Section, which reviews development applications associated with a wide variety of projects for consistency with the City’s General Plan and Zoning Ordinance from a land use and physical design perspective; provides information about planning, zoning, planning permit and landscape architecture requirements to the public; and assists with enforcement of various city codes and ordinances relating to property and land use;
the Advanced or Long-Range Planning Section, which completes special planning studies, such as the Climate Action Plan and South Hayward BART Form-Based Code; prepares amendments to the General Plan and Zoning Ordinance; and coordinates the City's environmental review procedures and sustainability efforts; and
the Development Review Services Section, which oversees processing of subdivision maps and parcel reconfigurations; annual review of assessment districts; and out-of-service-area utility agreements.
Planning staff also provides support to the Planning Commission and the Council Sustainability Committee. The Planning Division strives to provide efficient, streamlined customer service and to make resources and information readily available to citizens, businesses, and prospective developers. |
