The mission of the Development Services Department is to help manage the future development of Hayward, in order to assure the economic and environmental health of the community and a high quality of life for its residents, protect the health and safety of the community through building inspection and enforcement of codes and standards, and provide new housing opportunities for the residents of the City.

Development Services Department staff are ready to assist you through our processes. While staff ensures development is consistent with the policies and standards of the City, I want to assure you that providing exemplary customer service and assistance is of utmost importance to us. We hope that information contained on this webpage will further help to assist you with your development project. In an ongoing effort to provide our community with the highest level of service and improvements, our Permit Center will be closed on Fridays effective May 2nd, 2014 through December 31st, 2014. We apologize for any inconvenience this may cause. Thank you for your continued understanding and patience during this time.

Our office hours are: Monday–Thursday, 8am – 5pm daily (excluding holidays). Please see The Permit Calendar for holiday schedule.

Our busiest hours tend to be from 10-12 and 1-4. You may wish to consider visiting our center during less popular hours between 8-10am daily. Your time is extremely valuable to us. Please enjoy our complementary appointment services by calling 510-583-4005.

PERMIT CENTER SURVEY
The Building Division reviews plans, approves permits and provides inspections for construction projects in conformance with the California Code of Regulations, Title 24 Building Code, Mechanical Code, Electrical Code and Plumbing Code, as adopted and amended by the City of Hayward.  The Building Division is committed to fulfilling the needs of our community, protecting the lives and safety of the citizens of Hayward, to preserve the City quality of life and contribute to the City’s economic development.  We work to promote and ensure that all new structures, both public and private construction, meet all of the required standards of safety. We are dedicated to providing the very best service to our customers.
