Hello, my name is Miriam Lens. I am the City Clerk and I serve the people of the City of Hayward. I was appointed City Clerk for the City of Hayward in March 2009. I have worked in the Office of the City Clerk for over ten years taking the lead on such revenue generating projects as the Passport Program in 2007. My office is committed to providing excellent service to our residents and I am proud to have a diverse staff of highly talented and supportive individuals: Yolanda Cruz, Deputy City Clerk, Denise Chan and Avinta Madhukansh-Singh, both Senior Secretaries. I earned a Masters Degree in Public Administration from California State University East Bay and hold a Certificate of Municipal Clerk from the International Institute of Municipal Clerks. I am also a member of the City Clerks Association of California. Bi-lingual in Spanish, I provide translation services for the City and the community. Thank you for the opportunity to serve you. VOTER INFORMATION
Eligibility

To be eligible to register to vote, you must be:
  • A U.S. citizen and a resident of California
  • Not in prison or on parole for the conviction of a felony
  • At least 18 years of age by Election Day
  • Not judged by a court to be mentally incompetent
Important Dates

  • First day for early voting at the Registrar of Voters in Oakland – May 5, 2014
  • Last day to register to vote at the June 3, 2014 Election – May 19, 2014
  • Last day to request a Vote By Mail Ballot – May 27, 2014
  • Election Day – June 3, 2014
Voter Registration Deadline

The voter registration deadline is always 15 days before an election. Voters who register after the 29th day before an election will not receive a sample ballot or other election information by mail.

    In order to remain eligible to vote, you must re-register whenever you:
  • Change your residential address
  • Change your name (first, middle or last name)
  • Change your political party affiliation
Vote by Mail

Any registered voter may vote by mail. You may apply for a vote by mail ballot with the Alameda County Registrar of Voters. The Alameda County Registrar of Voters must receive your application no later than seven days before election.

Municipal Election Calendar 2014

Nomination Period

Every election starts with a “nomination period.” This is the period of time that begins 113 days before the day of the election and ends 88 days before the day of the election. This is the period of time during which you can obtain your nomination packet, which includes the forms you need to submit in order to run for office. Please contact the City Clerk at 510.583.4401 for an appointment to obtain a nomination packet.

For the June 3, 2014 election, the nomination period opens at 8:00 a.m. on February 10, 2014 and closes at 5:00 p.m. on Friday, March 7, 2014. City Hall is closed on February 12, and February 17, 2014 in observance of Lincoln’s Birthday and President’s Day respectively. If nomination papers are not filed by the incumbent by the 5:00 p.m. deadline on March 7, 2014, the nomination period will be extended until Wednesday, March 12, 2014. Incumbents are not eligible to file during the extended period.

Nomination Paper

Your official nomination paper will be included in your nomination packet. To qualify as a candidate, you must obtain the signatures of at least 20, but not more than 30, registered voters in Hayward.

Ballot Designation

This is the word, or group of not more than three words, which will appear on the ballot under your name. It designates your principal profession, vocation or occupation, subject to certain requirements of the Elections Code.

Candidate Statement

The statement is limited to 200 words, as defined by the Elections Code. The statement is published in the Sample Ballot and mailed to all registered voters. If you choose to have a candidate statement, you will be responsible for the cost of printing, translating and publishing the statement in the Sample Ballot.

Campaign Finance Reporting

If you plan to raise or spend more than $1,000, you should do the following:
  • Obtain a copy of Campaign Manual 2 from the Fair Political Practices Commission (FPPC) website at http://www.fppc.ca.gov/ or from the City Clerk; read it and give a copy to your Treasurer.
  • File a Form 501 Candidate Intention Statement with the City Clerk.
  • Within 10 days of receiving $1,000 in contributions, file a Form 410, Statement of Organization with the Secretary of State and provide copy to the City Clerk.
  • Open a bank account for your campaign committee.
  • Become familiar with campaign report filing requirements and deadlines.
  • Attend an FPPC seminar (information available on the FPPC website at http://www.fppc.ca.gov/ or call the FPPC at 916.322.5660).

ELIGIBILITY FOR CANDIDACY
City of Hayward Elections
  • The City of Hayward holds its General Municipal Election in June of even-numbered years.
  • The Mayor is elected and serves a 4-year term.
  • Councilmembers are elected at-large and serve 4-year terms.
  • To qualify, a candidate must be a registered voter of the City of Hayward.
  • Meeting of the City Council are held the first, third, and fourth Tuesdays of each month at the hour of seven (7) o’clock p.m. Meetings may be cancelled on these days or added on the second and fifth Tuesdays by the Mayor or City Manager as determined by workload. Council is in recess for the month of August.

To be eligible to run for City Council, a person must be a resident and a qualified elector of the City of Hayward.

STATEMENT OF ECONOMIC INTERESTS (FORM 700)

AGENCY REPORT OF PUBLIC OFFICIAL APPOINTMENTS (FORM 806)
Recently adopted State regulation (Regulation 18705.5) requires agencies to complete the Form 806 – Agency Report of Public Official Appointments – and post the completed form on their websites. The form is used to report additional compensation that officials receive when appointing themselves to positions on committees, boards, or commissions of a public agency, special district, and joint powers agency or authority. The Mayor appoints Councilmembers to the various agencies, except for the Alameda County Mosquito Abatement District. Therefore, we are not required to list all agencies, but we are including them for the benefit of the public.
